Kyrgyzstan Bans Airline Overbooking
Kyrgyzstan’s State Civil Aviation Agency, operating under the Cabinet of Ministers, has prohibited airlines from selling more tickets than the number of available seats on an aircraft.
The measure, introduced to protect passenger rights, applies to all domestic and foreign airlines operating commercial flights to, from and within Kyrgyzstan.
If an aircraft must be replaced with one of a lower capacity, the airline will be required to offer affected passengers the option to accept revised travel conditions, travel on the next available flight or receive a full ticket refund.
Airlines have been instructed to bring their sales procedures into line with the new regulation and inform their staff accordingly. The State Civil Aviation Agency said it would closely monitor compliance and record passenger complaints related to insufficient seat availability.
