The International Civil Aviation Organization (ICAO) announced in an official communication to member states on October 23, 2026, that it had withdrawn its 2013 notice concerning flight safety in Syrian airspace.
According to Syria’s General Authority of Civil Aviation and Air Transport, the 2013 notice concerning civil aircraft operating within the Damascus Flight Information Region (FIR) will no longer serve as a basis for operational decisions.
The decision is expected to encourage international airlines to reassess the possibility of operating flights to Syria and using Syrian airspace for international transit operations. However, the withdrawal of the notice does not mean that all operational restrictions on Syrian airspace have been lifted.
The Syrian civil aviation authority stated that it would continue working with ICAO and relevant countries to address existing operational restrictions and strengthen the role of Syrian airspace in international air traffic.
