New Authority for Airport Security Staff in Thailand: Suspicious Luggage Can Be Opened Without Passengers Present

The Civil Aviation Authority of Thailand (CAAT) introduced new regulations regarding checked baggage inspections at airports, effective October 16, 2026. Under the new rules, airport security personnel are authorized to open baggage containing suspicious or prohibited items without requiring the passenger to be present.

Under the new procedures, baggage flagged during X-ray screening for suspicious objects or prohibited items may be opened and inspected by security personnel. Inspections will be video-recorded, and a notification of the inspection will be placed inside the baggage. If necessary, locks on secured luggage may also be broken.

Authorities stated that the regulation aims to enhance aviation security and reduce flight delays caused by the time required to locate baggage owners. The procedure will apply only to suspicious baggage requiring additional security screening.
