
Preliminary Report Entered into the File on the Crash of the Aircraft Carrying the Libyan Military Delegation in Ankara
In the investigation into the crash of the aircraft carrying a Libyan military delegation in Ankara, the preliminary report prepared by the accident investigation team has been added to the case file. The report states that the aircraft struck a hill at an altitude of 1,252 meters at high speed, with its engines running and in one piece.
The Falcon 50 business jet carrying Libyan Chief of General Staff General Mohammed Ali Ahmed Al-Haddad and his delegation crashed near Haymana district of Ankara on December 23. Everyone on board was killed in the accident, including Al-Haddad, senior members of the Libyan Armed Forces, and three crew members.
According to the preliminary report included in the file as part of the investigation launched by the Ankara Chief Public Prosecutor’s Office, the aircraft underwent its last maintenance by the operating company between December 1–9, 2025, and a maintenance release certificate was issued. The report notes that the aircraft took off from Esenboğa Airport at 20:17 and at 20:33 contacted air traffic control, declaring an emergency due to a general electrical failure and requesting an emergency landing. The aircraft began descending for the emergency landing but disappeared from radar at 20:36, after which no further contact could be established.
The preliminary report states that the aircraft hit the hill at 1,252 meters altitude at high speed with its engines still operating. Due to the severity of the impact and the inability of the rocky terrain to absorb the kinetic energy, the aircraft disintegrated, and the wreckage was scattered in small pieces over an area of approximately 150,000 square meters. It was also reported that there was a brief flash after the crash which then went out, and that no evidence of a fire inside the aircraft was found.
The report emphasizes that this preliminary accident investigation report provides the first technical data regarding how the accident occurred, and that the exact cause of the crash will be determined in the final investigation report.
