Major Move from Saudi Arabia – Domestic Charter Flights Liberalized

GACA has granted international charter operators the right to operate domestic flights within Saudi Arabia. With a new regulation that came into effect today, the General Authority of Civil Aviation (GACA) has lifted cabotage restrictions on charter operations. As a result, international non-scheduled flight operators approved by GACA can now conduct point-to-point domestic flights within the Kingdom.

Following the announcement of this policy shift in February 2025, numerous international and regional air taxi companies have applied to enter the Saudi market. GACA officials state that this strong interest reflects investor confidence in the country’s overall aviation sector.
